医療法人新美会新垣形成外科理事長。臨床カンナビノイド学会初代理事長。1984年長崎大学医学部卒業。2016年に日本で初めての医療大麻の学会（日本臨床カンナビノイド学会）を設立。形成外科／美容外科をはじめ、予防医学、統合医療など幅広い分野で活躍。
President of the medical corporation Shinbi-kai Aragaki Plastic Surgery. First president of the Clinical Cannabinoid Association. Graduated from Nagasaki University School of Medicine in 1984. In 2016, he established Japan's first medical cannabis society, the Japanese Clinical Cannabinoid Association. Active in a wide range of fields including plastic surgery/cosmetic surgery, preventive medicine, and integrated medicine.
